As the National Conference of State Legislatures (NCSL) pointed out, the federal government actually ordered in 2012 that limits be placed on the use of EBT cards in places that sell alcohol, host gaming or gambling activities, or provide adult entertainment. According to Low Income Relief, because liquor stores, casinos, racetracks, and adult entertainment venues sell alcohol and other illegal goods and services, you are not permitted to use your EBT card to withdraw cash from your Temporary Assistance for Needy Families (TANF) benefits from ATMs located there.
Can you buy alcohol with Food Stamps?
It is not permitted for recipients of the Supplemental Nutrition Assistance Program (SNAP) or its state-level equivalents to use Food Stamps for the purchase of alcohol, despite social media allegations to the contrary. Your EBT card transaction will probably be declined if you try to buy alcohol with it. However, according to Low Income Relief, taking out cash from a place that has been permitted is usually not associated with the transaction.

Items you cant buy via Food Stamps
Obviously, food stamps can only be used to purchase a limited number of goods. It is not possible to use a SNAP EBT card to purchase many products in stores because they do not comply with the SNAP rules. Here are some products that you cannot buy with food stamps:
- Every product with the Supplement Facts label is categorized as a supplement and cannot be purchased with SNAP benefits.
- Food stamps cannot be used to pay for prepared meals and hot items at the point of sale unless you are eligible for the SNAP Restaurant Meals program. Meals from delis, restaurants, and convenience stores fall under this category.
- Food stamps are not accepted for the purchase of any alcoholic beverage, including wine, beer, and other spirits.
- Chewing tobacco, pipe tobacco, cigars, and cigarettes are examples of things that cannot be purchased with SNAP benefits.
- With the exception of fish removed from the water, shellfish, and animals killed before the shop pick-up, purchasing live animals is not permitted while using food stamps.
- Pet foods include dried and wet food for dogs and cats, bird seed and feed, hay for tiny animals like guinea pigs and rabbits, and food for fish, reptiles, and small mammals.
- Household goods, such as cosmetics, paper goods, hygiene products, and cleaning supplies.
- Non-food luxury goods. Jewelry, clothes, and technology are examples of non-food luxury items that cannot be purchased with SNAP.
Where to use SNAP on EBT card
Every store that use EBT, including convenience stores and big and small grocery stores, accept SNAP payments for food purchases. Receiving SNAP payment does not require you to own a stove or any other culinary appliances. To raise your own food, you may also purchase vegetable or fruit plants and seeds. As long as your EBT card is loaded with benefits, there is no restriction on how often you may use it to purchase food each month.
